Mass. Environment secretary Ian Bowles to be Replaced with Former Westfield Mayor The Boston Globe has reported the following: Rick Sullivan, the former Westfield mayor who has served as the commissioner of the state Department of Conservation and Recreationwill become the state's new environmental secretary, Governor Deval Patrick's office announced. The environmental secretary's responsibilities include Massachusetts fisheries. The current secretary, Ian Bowles, is stepping down, ending a four-year tenure during which he led the administration's efforts on groundbreaking energy initiatives, including Cape Wind and other renewable energy projects, the Globe reported this morning. A graduate of Bates College and Western New England Law School, Sullivan, 49, was the Westfield mayor from 1994 to 2007.
