Cape Cod National Seashore Announces Changes in Shorebird Management and Off-Road Vehicle Access for 2012 Season Date: April 12, 2012 Contact: Shelley Hall, Chief, Natural Resources Management, 508-957-0737 Cape Cod National Seashore Superintendent George Price announced that there will be changes to the use of the Off Road Vehicle (ORV) Corridor as a result of a recent evaluation of suitable habitat for piping plovers. The immediate effect will be the closure of vehicle access to Hatches Harbor during the piping plover courtship and nesting period.Recent on-site consultations with officials of the United States Fish and Wildlife Service resulted in changes to the management of habitat in the Hatches Harbor area. Additional areas of the sandy spit of Hatches Harbor will be symbolically fenced in April, limiting vehicle access. Fencing and ORV access will be re-assessed as the season progresses, although changes are unlikely before the end of June. Piping plovers are listed as threatened under the Federal and Massachusetts Endangered Species Acts. This decision is consistent with both the 1996 Atlantic Coast Piping Plover Recovery Plan guidelines and the 1998 Negotiated Rule for Off-Road Vehicle Use within Cape Cod National Seashore. The ORV corridor opens to the public on April 15 and it is anticipated that Race Point North and South beach access points will open, depending on nesting activity. This is a horrible setback for all of the people that enjoy not only Hatches Harbor, but the entire seashore.

This is a direct result, of the new management plan instituted at CHNS, All of Cape Point was closed due to observed plover scratching in the area. Although not specifically listed in the plover management plan, Other agencies may implement stricter or other measures to help the species. Now it looks like we are going to experience what CHNS is dealing with, all the more that we support CHAPA's lawsuit against the NPS. Our rights are being taken one at a time, every time we come up with solutions, another road block is thrown at us! We def need to let all know that we are not happy with these types of decisions!

CCNS Oversands Corridor Temporary/Complete Closure to Vehicles Extreme astronomical high tides and storm conditions have forced a temporary, total closure of the oversands corridor to vehicles effective immediately until symbolic fencing can be re-established and maintained to protect nesting shorebirds.

RACE POINT NEWS (don't shoot the messenger) Things are moving much slower than first anticipated and at this point it is questionable if the beach will be open for the weekend, also questionable is if there is room for an SCV area, Russ tells me that the area we were camped in prior to the storm is ¼ the size with a gully in the back. It should build back up but right now you may want to rethink your weekend plans. Of course the third tier of the parking lot is available as an alternate, but there is no place to launch from. Stay tuned, I will get another update tomorrow afternoon.

Because the beach is so narrow, there will not be a beach SCV area until after the birds reestablish their nests, there are a least 9 pairs out there scratching for new sites, the hope is once they settle down they will be able to bump the fence back to give us room. No word on the south side yet, but like the north it lost a lot of beach and is very narrow. I’ll keep you posted as things progress. Peter

The beach is open from the Crossover (including the Pole line route) to Exit 8, A (narrow) 1/10th of a mile self-contained area has been established on Race Point South, there is plenty of room for it to expand it lengthwise as of right now, the access hill is constantly getting chopped up, but most are getting over OK, the 10.3 tides next weekend could wet some tires because the beach is so narrow, that’s the good news.. Now for the bad, there is one surviving plover nest between the bathing beach and the Race Point South access trail, it is scheduled to hatch July 3-6th and will close Race Point South until they fledge and depending on what the terns do while the beach is closed. Race Point North is covered with new Plover nests and also a ton of Least Tern nests, the beach will stay open until something hatches, but I’m told it is still too narrow for a SCV area with all of the nests there. This will be a challenging year for all of us, of course the predators could change everything, and the Bio-techs in their infinite wisdom have decided not to use exclosures over the plover nests this year. I’ll keep you posted as I hear more. Peter

Yes we expect it to be open until the 3rd of July. The tides may still force you off the beach at high tide, as you cannot cross they symbolic fencing. Peter
